Is there a tool that can give me an image file (of jpg, png, svg format ) of a given time slice and given set of signals of a waveform, without opening a GUI?

I am thinking automatic test report generation here.

If you don't mind the GUI popping up and closing on its own after the "job well done", I believe yes with VCS/DVE + utilities such as vpdsplit (part of VCS). VCS's DVE has some "gui_*" commands that should do what you are looking for. I've not tried this specific usage though.
