In a verification environment What all we consider as a (Active) or (Passive) components and on what basis.

A passive component has no effect on the DUT, it is purely for analysis. It may stop or determine when the test ends, though.

An active component provides stimulus or responses to the DUT. An active component is usually a replacement for some part of the design that is not being verified.

Passive Componets - Generator, Monitor, Scoreboard

Active Components - Driver, Slave

You cannot generalised in one GO. If Monitor is driving through the TB -> DUT then it will be a Active Component. Similarly for others.

In simple words, unless its not driving anything to DUT then its a passive component and if it drives to DUT then it will be a active component.
